Privacy and Confidentiality

We adhere to HIPAA guidelines (Health Insurance Portability and Accountability Act of 1996 of the United States of America, Public Law 104-191) and hold all information shared strictly confidential. We follow the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) in terms of educational records. We subscribe to the HONcode principals regarding Healthcare Information on the Net.

We do not share a person's name, web address, or anything of a personal nature about them or their organization with other entities. When software is purchased from us, we keep the billing, contact information, and contact names on file secured electronically for perpetuity.

We are required by law to maintain the privacy of Protected Health Information ("PHI") and to provide individuals with notice of our legal duties and privacy practices with respect to PHI. PHI is information that may identify someone and that relates to their past, present or future physical/mental health/condition and related health care services. However, there are certain instances, for example, in the case of national security, under which we would be required to breach confidentiality. Otherwise, any patient files are held strictly confidential and are securely maintained for at least 7 years. Shredding then incineration are the means used for disposal. Electronic records are never purged but are safeguarded in accordance with HIPAA guidelines as the viability of FullContinuum.com relies heavily on on-going research and the further development of our clinical scales.

We make no efforts to identify those Visitors who hit our site. There are several avenues given, however, for Visitors to elect to identify themselves (via e-mail, phone, fax, standard mail).


FullContinuum.com is a for-profit entity. Revenues are generated through credit card transactions on our websites, direct service fees, and contracted fees for consultative services. We do not receive grants/public support of any kind.

Advertising & Editorial Policy

FullContinuum.com does not advertise or solicit business beyond having an internet presence. If we are contacted by an individual or organization, and that individual or organization does not follow up with us, we do not actively continue to seek their business. We do not have advertising, pop up, or banner ads on our websites though we do provide links to what we believe to be appropriately related websites and they may or may not have advertisements, banner ads, or pop ups. These links are for informational purposes only. We have no monetary relationship with the sponsors of those websites.


Vance Stewart, Ph.D., is a Clinical & Educational Psychologist with experience in inpatient, emergency room, and outpatient psychiatric settings as a provider and a reviewer of care, as well as work in school settings. He also has been the clinical software developer for FullContinuum.com using Microsoft® Access for databases since 1995.


History of FullContinuum.com

FullContinuum.com began as Full Continuum Behavioral Health Consultants (FCBHC) and was founded in 1994 by psychologist Vance Stewart, Ph.D., and psychiatrist Donald Schaffer, M.D., whom had worked together the prior six years reviewing psychiatric care. Psychiatric hospital average lengths of stay in 1988 as a rule were extremely long. The pendulum swung the other way with providers having to fight for less than a week's length of stay. We teamed together to write informal reconsideration requests ("Appeals") for denied certifications of acute psychiatric care. With Appeals, we provided an External Review of the record. This was a critique of the record the aim of which was to improve mental health care diagnosis, treatment planning, documentation, and service delivery. Over the years, the psychiatrist retired and the consultants have primarily been psychologists interested in improving mental health service delivery. As the business evolved, clinical software development became one of the central endeavors, used also in justifying the Appeals. The clinical software provided an integrated and objective means of assessing patients and the data contained in a clinical (medical) record. With the move towards an electronic medical record, FullContinuum.com expanded the clinical software to meet this need. At FullContinuum.com, we are also committed to maintaining Informational webpages for the public and professional communities. Our lastest endeavor is RtI-Psi, a Psychiatric/Mental Health Screeners and Progress Monitoring program.
